New legislation ahead: compulsory insulation
A story appears today in the Telegraph stating that Chris Huhne is going to pass legislation to make it compulsory for landlords to pay to install insulation in their properties.
The aim is, of course, quite right: more insulation leads to lower energy consumption which is better for the wallet and the planet.
However this ‘stick’ approach seems wrong to us in terms of achieving maximum behaviour change among private rental sector landlords.
Our view has always been that the way to motivate landlords to upgrade their homes in an environmentally-friendly way is to offer decent, robust tax subsidies rather than just pass more legislation. Work with people, not just against them.
